ArcGIS is a geographic information system (GIS) software that allows users to create, analyze, and visualize spatial data. ArcGIS has different versions and editions, such as ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online. Each version and edition may require a different license manager to authorize and manage the licenses for the software products.
ArcGIS 10.1 was released in June 2012 and introduced many new features and enhancements, such as 64-bit processing, Python scripting, geodatabase replication, and web editing. ArcGIS 10.1 also used a new license manager, FlexNet Publisher License Manager v11.9, which supported ArcGIS 10.x and ArcGIS 9.x releases. The license manager allowed users to install ArcGIS Desktop and on as many machines as they wanted, but the number of licenses purchased determined the number of users who could run the products simultaneously. The license manager could be installed on a machine where ArcGIS Concurrent Use versions would be run or on a machine where only the license manager would be installed.

Before the official release of ArcGIS 10.1, Esri offered a prerelease version of the software for testing and feedback purposes. The prerelease version of ArcGIS 10.1 required a prerelease license manager to authorize the software products. The prerelease license manager was available for download from the Esri Customer Care Portal for customers who participated in the beta testing program. The prerelease license manager was compatible with both Windows and Linux operating systems. The prerelease license manager had to be uninstalled before installing the final release version of ArcGIS 10.1 and its license manager.
The prerelease license manager download link is no longer available, as ArcGIS 10.1 is an outdated version of the software that has been superseded by newer versions. The current version of ArcGIS License Manager is 2022.1, which uses FlexNet Publisher License Manager v11.18.2. This version of the license manager supports all ArcGIS Desktop 10.x and 9.x releases, as well as ArcGIS Pro and Premium App named user licenses via ArcGIS Enterprise. Users who want to upgrade their older software and licenses to 10.5 or newer (including License Manager 2022.1) must deauthorize their previous licenses before uninstalling the old license manager.
